Google Ads 2026
Operate a Google Ads account through the AI Max transition. Assume the user is a founder or solo marketer running their own account: no agency, limited time, real money. Give them decisions and steps, not theory.
Read references/pmax.md when the task involves Performance Max setup, PMax controls or exclusions, channel reporting, or a PMax-specific diagnosis such as brand cannibalization.

AI Max: decide, opt out, or migrate
AI Max is a feature suite on Search campaigns: AI-powered search term matching (broad match plus keywordless), AI-generated text customization, final URL expansion, plus controls (brand inclusions and exclusions, locations of interest at ad group level). Google's own claim: typically 14% more conversions at similar CPA, around 27% for accounts that were mostly exact and phrase. Treat those as vendor numbers, not a promise.
Decision rules:
- Lead gen with no lead quality feedback loop: delay AI Max. Looser matching plus lead forms produces junk leads that Smart Bidding then optimizes toward. Fix conversion quality signals first (offline conversion import or lead scoring).
- Ecommerce with solid conversion tracking and value data: test AI Max on one campaign, not the whole account.
- Tight legal or regulated copy: turn off AI-generated text customization even if you keep search term matching. The two features toggle separately in campaign settings.
- Campaigns that must not serve outside approved landing pages: turn off final URL expansion.
Before Sept 1, 2026, check every Search campaign for the two auto-convert triggers: Automatically Created Assets on, or campaign-level broad match on. If either is on and the user does not want AI Max, opt out in that campaign's settings before the deadline. If they do nothing, the conversion happens and both AI features turn on by default.
Migration watch (first 30 days after AI Max turns on):
- Baseline the prior 30 days: CPA or ROAS, conversion count, top 20 search terms, spend by campaign.
- Week 1: read the search terms report daily. AI Max search term rows include the headline and landing page served, use that to judge match quality, not just the query.
- Add negatives immediately for irrelevant themes (see workflow below). Do not wait for the monthly pass.
- Week 2 to 4: compare CPA or ROAS to baseline. Expect volatility for 1 to 2 conversion cycles. Judge only after roughly 30 conversions post-change.
- If CPA is more than 30% worse after 30 conversions and negatives are in place, turn off search term matching first, keep text customization, and reassess.
DSA users: DSA campaigns auto-upgrade to AI Max starting Feb 2027 and early opt-in upgrades have been available since April 2026. Migrate deliberately before Feb 2027: rebuild the page feed logic as AI Max with final URL expansion scoped to the same sections, and carry over every DSA negative and excluded URL. Never build a new DSA.
Campaign structure for a solo operator, 2026
Default stack, in build order:
- Brand Search campaign: exact and phrase brand terms, no AI Max search term matching needed, brand exclusions applied everywhere else. This protects measurement.
- One core non-brand Search campaign: start with your best keyword themes as ad groups. Turn AI Max on here only per the decision rules above.
- Standard Shopping or PMax if ecommerce: see references/pmax.md before choosing. AI Max for Shopping (Apr 2026) upgrades Standard Shopping without going full PMax.
- Demand Gen only after Search is profitable: it now holds YouTube, Discover, Gmail, Maps and, since June 2026, the Display Network. It has channel controls, use them.
Do not build: Smart campaigns, call-only ads, DSAs, standalone Video action campaigns, standalone Display campaigns. All retired or retiring, see the map.
RSA build rules
Limits (Google Ads Help, answer 7684791): up to 15 headlines of 30 characters, up to 4 descriptions of 90 characters, 2 path fields of 15 characters. Minimum 3 headlines and 2 descriptions.
Rules that change outcomes:
- Write 8 to 12 distinct headlines, not 15 near-duplicates. Cover: offer, outcome, proof, price or objection, brand, CTA.
- At least 5 headlines must make sense in position 1 on their own.
- Pin only for compliance. A pin in position 1 or 2 always shows and cuts combinations; content pinned to Headline 3 or Description 2 is not guaranteed to show at all.
- Include the top keyword theme of the ad group in at least 2 headlines for ad relevance.
- If AI Max text customization is on, audit the asset report monthly for generated text that misstates price, availability or claims. Remove offending assets and tighten landing page copy, the AI writes from your pages.
Search terms and negatives under AI Max
AI Max's matching is looser than legacy broad match because it is also keywordless. The workflow is weekly, 20 minutes:
- Pull the search terms report for the last 7 days, sorted by cost. AI Max rows show the headline and landing page served.
- For every term with spend and zero conversions, ask three questions: wrong intent (add negative), right intent wrong page (fix URL expansion scope or landing page), right everything but no volume yet (leave it).
- Add negatives at the level that matches the problem: campaign-level for theme mismatches, account-level negative keyword list for universal excludes (competitors you never bid on, jobs, free, DIY terms).
- Use phrase negatives for themes, exact negatives for one-off bad queries. Never blanket-negative single generic words that appear inside good queries.
- Brand traffic: keep brand terms out of non-brand campaigns with brand exclusions (available in AI Max since July 2025, in PMax since 2023). Do not rely on keyword negatives alone for brand separation, keywordless matching routes around them.
- Monthly: export 30 days of terms, cluster by theme, and check what percent of spend went to terms you would never have bid on. Above roughly 20% with below-average conversion rate: tighten brand and location controls, scope URL expansion, or turn search term matching off for that campaign.
Bidding: tCPA and tROAS
As of July 30, 2026, Target CPA and Target ROAS display as direct bidding options in the interface again, not only as optional targets on Maximize conversions or Maximize conversion value.
Entry thresholds (Google Ads Help):
- tROAS Search and Shopping: at least 15 conversions with values in the past 30 days at the conversion tracking level. Demand Gen: 50 conversions in 35 days, 10 of them in the last 7 days.
- tCPA: no hard minimum to start, but judge results over a 30 day window containing at least 30 conversions.
Setting targets:
- tCPA: start at your actual 30 day average CPA, adjusted for conversion delay. Google will suggest this number. Do not start at the CPA you wish you had.
- tROAS: report conversion values for 4 weeks or 1 to 2 conversion cycles, whichever is longer, before setting a target. Set it near actual value divided by cost, times 100.
- Ramp expectation: 1 to 2 conversion cycles of volatility after any bid strategy or target change. Do not react to daily swings during this window.
- Practice rule: move targets in steps of 10 to 20%, no more than once per week. A target set 40% below current CPA does not cut your CPA, it cuts your volume.
- Fewer than 15 conversions a month total: do not use tCPA or tROAS. Use Maximize conversions or clicks, and spend the effort on conversion volume (better offer, micro-conversions with realistic values, offline import).
2026 benchmarks
From the LocaliQ (WordStream) 2026 Search Advertising Benchmarks, cross-industry averages:
- Average CPC: $5.42. Average CTR: 6.64%. Average conversion rate: 8.18%. Average cost per lead: $66.69.
- Ranges worth quoting: CPC from $1.63 (Arts and Entertainment) to $9.87 (Attorneys and Legal Services). CPL up to $131.63 (Legal). Conversion rate down to 2.64% (Finance and Insurance).
Use these to set expectations, not goals. A founder whose CPC doubled since old "$2 average CPC" advice is not doing something wrong, the market moved.
Diagnosis playbooks
Spend up, conversions down
Work in this order, stop at the first hit:
- Tracking first: check conversion tag firing and any conversion action changes in the last 14 days. A tracking break looks identical to a performance collapse.
- Change history: bid target changes, budget changes, or an AI Max auto-conversion around the inflection date (Sept 1, 2026 is a common one).
- Search terms: pull 14 days before versus after. If new low-intent themes appeared, AI Max matching or broad match expanded, apply the negatives workflow.
- Learning states: a recent bid strategy or conversion change resets learning, expect 1 to 2 conversion cycles.
- Auction: check auction insights for a new competitor or impression share jump by a big spender. Rising CPC with flat CTR points here.
- If PMax or Demand Gen is in the account, check whether budget shifted between campaigns; channel performance reporting shows where PMax spend went.
PMax cannibalizing brand
Symptoms: brand campaign impressions falling, PMax ROAS suspiciously high, blended results flat.
- Confirm with PMax channel performance reporting (in accounts since May 30, 2025): how much PMax spend is Search, and what queries show in its search terms.
- Apply brand exclusions on PMax using brand lists. This is the supported fix, not negatives alone.
- Give the brand Search campaign enough budget that it is never limited.
- Retest: after exclusions, expect PMax reported ROAS to fall. That is the honest number, tell the user this before they see it.

Quality Score drops
- Identify which component fell: expected CTR, ad relevance, or landing page experience, per keyword.
- Ad relevance: tighten ad groups so the keyword theme appears in at least 2 headlines. Check whether AI-generated text customization diluted relevance, and prune weak assets.
- Expected CTR: test new headlines against the top competitor angle in auction insights.
- Landing page experience: page speed, keyword-relevant content above the fold, mobile.
- If QS fell account-wide at one date with no changes: it is usually a reporting recalibration, judge by CPC and impression share instead of the score itself.

Gotchas
Corrections to what a model trained earlier tends to get wrong:
- As of Sept 1, 2026, Search campaigns using Automatically Created Assets or campaign-level broad match auto-convert to AI Max. Broad match and ACA are no longer neutral settings, they are consent to conversion. Opt-out is in campaign settings, before the date.
- As of Aug 2026, do not recommend Dynamic Search Ads. Auto-upgrade to AI Max starts Feb 2027, and creation has been winding down since April 2026.
- As of Aug 2024 Smart campaigns cannot be created in the UI, and as of Aug 3, 2026 the API path closed too. Never recommend Smart campaigns.
- Call-only ads: deprecation announced Oct 2024, upgraded into RSAs with call functionality from Feb 2025. Recommend RSAs with call assets instead.
- Language targeting is gone: removed from Search by end of 2025, campaign-level setting removed from Search and PMax on Aug 14, 2026. Do not tell users to set it, Google detects language automatically.
- PMax is no longer a black box: channel performance reporting (May 2025), channel diagnostics (July 2026), Search partners and Display controls (Apr 2026), first-party data exclusions of site visitors and customer match lists (Jan 2026), demographic exclusions including household income (July 2026). Advice that says "you cannot control or see PMax" is outdated.
- Video action campaigns stopped existing in Q2 2025 (now Demand Gen). New Display campaigns are created inside Demand Gen from June 2026. Do not propose either as standalone builds.
- Expanded text ads have been uneditable since June 2022. RSAs are the only standard Search text ad.
- Old benchmark instincts are stale: cross-industry average CPC is $5.42 and CTR 6.64% per LocaliQ 2026, not the $2 to $3 CPC and 3% CTR figures from older data.
- Target CPA and tROAS reappeared as direct bidding options in the UI in July 2026, after a period folded under Maximize conversions and Maximize conversion value with targets.
- AI Max is per-campaign and its two headline features (search term matching, text customization) toggle separately. "Turn on AI Max" is not one decision, it is at least three.
